Do I need to puppy proof a balcony for a small breed puppy?

A puppy weighing only 2 or 3 kg can fit through surprisingly narrow gaps, and railings built to a standard safety code for people do not always account for a small dog. Measuring the gap width against your puppy's current head size gives a quick reality check.

Mesh or solid panels reduce risk considerably but do not replace supervision, especially since a young puppy's size and jumping ability change quickly over its first year.

Rigid mesh or clear panel barriers zip tied or clipped to the railing at intervals of no more than 15 to 20 cm cover most standard railing gap widths, but measure your specific railing's actual gaps before buying, since designs vary considerably between buildings. Extend the barrier a little below the bottom rail as well as between the verticals, since some puppies test the lowest gap first.

Check that the barrier itself does not create a new hazard, such as loose zip ties trailing where a puppy could chew and swallow the plastic ends, or a mesh with holes large enough for a paw to get stuck rather than a full body to pass through.

Furniture placement matters too: move any chair, planter, or low table away from the railing that could act as a step up, since even a fully covered railing does not help if a puppy can boost itself higher using nearby furniture before the barrier's coverage begins.
